Accessing registry settings for a specific user from Administrator

Hi,
I have set the:
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\RestrictRun
to 1

for a spesific user. Now I have lost access to registry (regedit.exe) from
this user profile.
Can I change this setting from the Administrator profile ?
