outlook Express is, like Outlook, Thunderbird and many others, an email
client - in other words you use it to access email on a server. You can
set up any email client on any machine to access your POP mail.

Only if your PC is available on the INternet and you have a tool like
pcAnywhere or VNC installed or you use a service like GoToMyPC.

Why not check to see if your ISP offers a webmail option so that you can log
in from any PC with an internet connection to check your email?
