My previous version of Internet Explorer had access to Outlook Express
from the tool bar, but my updated vesion doesn't have this access.
The only way I can read e-mails iin Outlook Express is to use the
access via the desktop.
How can I access this from my new version of Internet Explorer?

No it's not - it's either Outlook Express 6, or Outlook 2003 - the two are
completely separate applications despite the similar name.
Presumably you have upgraded to IE7? Drag a shortcut to OE (if indeed that
is what you have) to your Links Bar...

You are right.
I have office outlook 2003.
I have this on the desktop, and on double clicking this I go to my
usual e-mail.
If I drag this to my internet explorer I get a
Security warning:-

Do you want to run or save this file
Name outicon.exe
Type application 776KB

When I click on any of the alternatives, I still can't get my e-mail
by Office Outlook.

Can you help??
