accessing https sites

Logged on as administrator, I can access secure web sites;
and if I log off admin and immediately log on as user, I
can still access the site. However, if the computer is
shut down or simply rebooted, secure sites cannot be
accessed unless I first do the admin/user log-ons again,
in turn. What's goin' on?
