I'm afraid that wasn't the solution.
I remembered I had to uninstall and reinstall an HP product yesterday and I
noticed some of the files it was installing were NET.FRAMEWORK. If I can
remember it is 1.1. This was an old disk, so I went to Windows Update and
sure enough it had 2 security updates for NETFRAME 1.1.
After I installed the updates and rebooted the computer, the problem I was
having with the floppy drive was gone, well for now anyway. Don't know for
sure if the updates actually fixed the issue directly but I'll take it.
