We have an Exchange Server. I created a PST file to move some old email into
and put that file on a CD. Now I cannot access the PST file to look for an
old email. I tried to access by "file-open-outlook data file" and received
an error message saying access denied. You do not have permission to open
this file.

That's because Outlook requires read/write access to the pst file. Copy it
to your HDD, remove any read-only attribute and THEN do File-Open-Outlook
Data File from within Outlook.
