accessing Control Panel causes desktop to blank out

's Computer Specifications

I am experiencing an unusual problem on our Win2K server.
Whenever I access Control Panel via Start -> Settings ->
Control Panel it causes the desktop to blank out. Already
started applications keep running but I cannot see any of
these.
Control Panel behaves fine when I access it using a
shortcut the I have created on desktop.
