"Accessed" doesn't match system clock?

I've got a computer with a weird situation. Right-click a file and choose
Properties. The "Accessed" time is behind the CMOS clock by 550 seconds.
Yet the system tray matches the CMOS clock.

Rebooting doesn't help. NTP apps don't help. Setting "TIME" at the command
line doesn't help. "Accessed" is 550 seconds behind the CMOS clock.

Color me bewildered. Any thoughts?
