I have a client with Windows XP pro and Office XP pro. Can I install Access
2000 on his computer as well? He's developing for people with older
versions of access and feels comfortable developing in the same version that
they have.

no need for this because Access XP will default to Access 2k when creating a
new database, even '97 format is possible
there are very few differences between both versions (XP & 2k), for '97
you'll have o be carefull of ado/dao and several functions

bon chance
