you _may_ be able to set folder permissions with register.com's control
panel but they're not a host that many people (other than recent domain
registrants) use.
If you wouldn't mind giving a little more information about what you're
trying to do:
how big of a site, how many users, will there be different users/ passwords
for each member, will there be just one un/pw to access a folder full of
pages or will each un/pw have specific permissions to see certain documents,
etc.
