To All,
Those that had the same problem, (I suppose many coz I find ppl posting
question about all over the web but not microsoft sites

) may find the
following info useful.
According to the posting online, it is due to display driver issue (nVidia
to be precise) usually occurs after applying group policy, installing of
Service Pack, or changing of display driver or card.
A simple soluntions posted online was simply rename the runcheck.exe to
runcheck.ex_ (something that is not executable or of different name or simply
delete it) and login again. the annoying error message will be gone forever
.....
I tested it myself and it works like charm for me ... so I posted it here so
those the had the same problem can try the same solutions ... (no guarantee
though so try it at your own risk

)
