Access is trying to open older version of a current MDB

When I am trying to open an Access database, Access says that it can't open
created in an older version of Access. The database was created on another
PC using a new version of Access

Which versions? Your copy of Access may be unable to open it because
it was created in a *NEWER* version of Access.
