Is it possible to enable security only if network config is a workgroup,
otherwise if network config is a domain capture windows login info?

Ok. Then if security is enabled can the access login be synchronized with
the windows login to affect a single login, where there is row-level
tracking?

No.

You could create a command line in a shortcut that would automatically
supply their Windows UserName as the Access UserName, but there is no way
to include their password. And since the Access logon remembers the last
entry for UserName anyway there isn't much utility in bothering with that.
