Access reports - preventing design view

I have locked down / removed the toolbars from my access database, but
users can still access these by right clicking on a report & selecting
design view. How can I prevent this??

Use Tools | Database ... to create an .MDE file -- this strips out the
ability to modify.

Give *.mde, instead of *.mdb to user(s)?
