Access to programs by all users

When I install a program in an administrators account the
other users cannot access the program. The shortcut
icons are present in all user windows but do not work.
I can find the program executable using explorer, but
clicking on the executable file will not start the
program.
I get no error messages. Program will work in the admin
window where it was installed.
