Access problems with Win2kP

I have mangled the access to files on my system. Even user "Administrator"
and group "Administrators" cannot write in most directories. I've tried
using the Security tab in My Computer to change Full access to these two,
but it didn't help. Same thing with CACLS -- access looks right but many
things don't work.

I suspect I protected a registry file because two old users can do
somethings that the new users that I created can't even though all of these
are Administrators.

dir /q shows all files are owned by BUILTIN\Administrators. At one point I
think my machine converted all users to roving profiles. So my users are
no MACHINE\USER rathern than just USER. Reloading Win2KP caused another
profile named USER.MACHINE.000 . I changed all the users back to
non-roaming but the profiles names still show the machine name.

Is there a utility to undo the roaming profiles names and convert the users
back to simple names without the machine (domain?) names. How do I set the
access to the files? Is there something special I have to do to ntuser.* ?
