Access ODBC drivers

I have done the following:

Install 2000 professional
Install Office 2000 SB
Install MDAC 2.8
Realized Office 2000 didn't install Access
Installed Access which came with ODBC drivers V 4.00.62
Installed Jet 4.0 driver update per KB829558
Article states do ODBC driver update before MDAC update,
but things did not happen in that exact order.

Problem: .MDB driver is still V4.00.62. I cannot get the
4.00.815 version to register with ODBC services.

Thanks for any help or ideas.
