If the BackEnd of a split Access license is to be on a machine with Windows
Server 2003 for Small Business Servers - does it require an Access license?

- - - - or does one simply use it as a file server and the license(s) are
located at the desktops?

Yes. It's the same situation as putting .xls or .doc files on the
server. You don't need Excel or Word on the server.
