Using Outlook 2003 with SBS Exchange 2000.

I created a message to save the staff from cutting and pasting from a word
document but they say it's to hard to get to. Is there a way to have the
Personal Forms Library come up first instead of the standard forms library.
I've already put the forms icon on their toolbars.
