Access to folders under the public folder

Guys,

There is a calendar under "Staff" folder(below the public folder) that I
want to access so I can add users to it.

From Outlook, I don't see the permission tab. When I go the ESM, I see
myself having full privileges to administer (administrative rights) the
"staff" folder.

What do I need to do?
