I am trying to find out if it's possible to have a folder, currently
available to all users on our network, available through the Outlook Web
Access. Is there a way to do this?

OWA is part of Exchange and not Outlook. The correct newsgroup for OWA is
exchange.clients

Anyway, if you are talking about a network share; you can do this with
Exchange 2007.
