Access to executable downloads

I'm trying to download a program to my computer - an ".exe"
file - but Vista blocks access, saying the file is
potentially harmful.
Can I turn this protection off, ideally on a case by case
basis?
I am not a very sophisticated user, so talk down to me, if
you'll be so kind.

It's a Sudoku program - the file in question is
"SudokuSetup.exe."

You may be seeing Internet Explorer doing this, do you see a light brown
/ yellow bar appear with a message in it? Below the address bar but
above the web page? If so click on that bar and you should get the
option to download it. Then Vista's UAC will ask you several times if
you are sure, really sure, absolutely totally certain that you want to
run it and if you say yes UAC will ask you again... If you trust the
author keep saying yes.

The box I get is labelled "Windows Security Warning,"
There's a red shield with an "X" in it, and next to that the
text "Windows found that this file is potentially harmful.
To help protect your computer, Windows has blocked access to
this file."

There is no option to continue, nor any offer to proceed in
spite of the warning. A search of the computer does NOT
find the file ("SudukoSetup.exe") that was blocked.
