How to access encrypt folder and file on other user account?

I have 2 account on my computer and I encrypted a file on one account the
second account cannot access the encrypted file. How do i let the second
account access the encrypted file?

Unencrypting the file?

You might possibly be able to export the encryption certificate from the
first account and import it into the second account.

Best practices for the Encrypting File System < might help

In XP Pro go to the file properties and select advanced/details and you will
see where you can add the other user though that user will also need a
certificate for EFS that they would have automatically [in most cases
assuming policy allows EFS for user] after they also encrypt a file with
EFS. --- Steve
