I have Vista Windows mail on my PC and Microsoft Outlook on my XP laptop.
Is there a way to access either from both computers?

If you mean, download new messages to both computers, yes.
Go to Tools, Accounts, select the account, Advanced, select
"Leave a copy of messages on the server." Do this on both
computers (the path in Outlook will be somewhat different).
