First, you must be logged in as an Administrator.
Right click on the file/folder, choose "Properties". Go to the tab
"Security" and click "Advanced". You will see a list of "Permission-posts"
(maybe a empty list?). Click "Add" and add yourself with all permissions.
Then, "OK"->"OK"->"OK". You should be able to access/remove the file/folder
now.
