Access denied on a domain user in a local account

Here's my situation. you may recreate it with the steps below:

1. I created a local group "TestGroup"
2. I added my domain user account "jvan" in it
3. I created a file: "test.txt" and stripped it of all inherited permissions
(the security tab's "Group or user names" box was blank)
4. I added "TestGroup" to the list and gave them full control (and applied it)
5. I hit "Advanced", went to the "Effective Permissions" tab and checked for
the "jvan" account. (it said I had full control)
6. I OK'ed out of everything and tried to open "test.txt" and got "Access is
denied." from Notepad

If anyone understands why this is happening, please let me know! I
appreciate any feedback

This is a Microsoft Access (the database application) newsgroup, not a
Windows newsgroup.
