I am getting error during startup c:\windows\system\vgaoem.fon is missing or
corrupt. Found the knowledgebase article explaining how to fix the problem,
however when I try to copy, expand, keeps giving me an "access denied"
message.
It never prompts me for credentials. The computer won't boot, so I never log
in or anything. And it is part of a domain.

I'm sure that you've been here
http://support.microsoft.com/?kbid=315338
But try this instead of pressing "R"

Revisit WindowsUpdate when done.

Yeah thats what Ive been trying but it gives me the error message. Access
denied.
This computer has alot of important info on it, and I dont want to hose the
whole system. Another thing thats funny when I run "dir" command from the
c:\> it says directory enumeration failed??/
