Access Denied to anyone but administrators

Hello,
We have setup a group of CD ROMS and are running some
catalog type applications from these CD/DVD with Minimal
installs. A couple of these applications can only be run
by users with Administrative rights, the rest of the users
get access denied messages when they attempt to run them.
We want all the users to be able to run these programs. I
have checked permissions every where possiple but I'm not
having any luck. Does anyone have any ideas on this?
