Access Denied after Move File or Folder

Ater moving a file or folder to another folder,
attempting to access the moved item yields an access
denied error. The file/folder can not be opened,
deleted, renamed, etc. There is only a single account on
the WinXP Home Edition computer. It has admin privileges.

I can boot in Safe Mode and manually set access
for "everyone" or the sigle account to "full control."
That resolves the problem associated with that specific
move. But, each time I move an object the problem
recreates itself.

Is there some system setting or object with incorrect
settings that is causing this problem ???
