Access database - silly question re:location and also web structur

I am a little confused.. or having some duh moments.. but anyway... if I have
a subweb created in frontpage but I only want to access One database in the
main web directory fpdb connection and not create another connection in my
subweb.. How do I do this. I either want to connect to an Access database in
another folder separate from the the web site (in which case I am not quite
sure how to do that) OR I want to use a connection I have made in the main
web connection because my logic would dictate if I import and create another
connection, I won't have the same up to date information as the main web
site. I want to divide my intranet web site into administration, engineering,
plant so I can apply certain permissions to the subweb. However, they all
need to access the same Access database and right now my preliminary pages
are in the main web site. Engineering can do certain things that the plant
can't. Of course, administration can do everything.. so I thought the best
would be subsites... my dilemma is the database. There would be less than 20
people connected at any one time. How else do I only let certain departments
do certain things. If I check by logon name... well I would have to re-code
every time we get a new employee. I only want certain people to be able to do
certain things..like their own timesheet.
