Access database network connectivity

I am attempting to connect to an Access database over a
network between 2 Win2000 servers. I have attempted to
set up a system DSN and named it and then tried to access
it. It shows up fine in the ODBC set up however when I
try to actually use it via the web it says:

S1000: [Microsoft][ODBC Microsoft Access Driver] The
Microsoft Jet database engine cannot open the
file '(unknown)'. It is already opened exclusively by
another user, or you need permission to view its data.

How do I set up these permissions or what am I doing
wrong?

Give System full control to the mdb file.
