Access control to USB and CDROM and access to system during specific times

I have teenagers that I want to limit there access.

I have XP home edition.

I have blocked websites and ability to install software.

They can still run software on the portable USB and CDROM.

1. How do I restrict access to USB port and CDROM?

2. How do prevent access at specific time periods?
