Access to command prompt denied

's Computer Specifications

Even though I am the system administrator I am unable to
open command prompt.

It gives me this message

windows cannot access the specified device or file. You
may not have the appropriate permissions to access them

what should I do? I am just starting to learn java.

's Computer Specifications

Is this a java command prompt of some kind or cmd.exe ?
