How to access with "C$" over network

Hello,

Since last few months, I cannot access to server over the network by
\\server\c$ or \\server\d$ , with error message: "Network path cannot be
found".
I can do it locally.
How this can be helped?

Your server is not responding to netbios traffic. This can be caused by
a firewall, routers, or most often security permissions. You would need
to be an administrator on the machine to get this access. Are you?

Of course I am , and I can do it locally, or I can do it by ordinary share
over the network: \\server .
We had an attack to FTP server (the same box) a few months ago and then
started this. How to check or repair this?
