Access and privileges

Sorry if I am in the wrong group. If I am, please direct me to where I
should go.

I have been reading some heavy technical material and the screen saver has
blacked out the screen three or for times. I decided to up the time limit so
I go to Start, Settings, and Display. Who! All I get is "Display
Properties"! I can only select the theme. I am the administrator on this
machine and should have all the choices. Can anyone tell me what happened
and how to fix it?

I am on an insprion 8200 laptop running XP Home with all updates and as best
as I can tell, it is clean. I do a through check weekly. No networking, but
I do go on the web.

I searched and found Kellys-Korner, fix #285, but that did nothing.

Hmmm, 285 should have helped. See if line 227 - right hand side helps:
