Access additional drives via Recovery console in XP Home

How to I access the folders to remove files via the recovery console
in XP home?

Under XP pro, there is a policy that I can use
To enable write access to floppies from within the R.C., click Start,
Programs, Administrative Tools, Local Security Policy. Under Local
Policy, Security Options, double-click "Recovery Console: Allow floppy
copy and access to all drives and all folders." Select Enabled, then
click OK.

Since XP home has no policy editor, how do I get files off this
machine?

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Setup\RecoveryConsole]
"SetCommand"=dword:00000001
"SecurityLevel"=dword:00000001

Are you sure home does not have this? It does NOT mention Group Policy Editor (which home doesn't have) but Local Security Policy - something different.

Where did you get this?

Home has no policy editor. So there is no way that I can verify this.
