Access 2k mdb fails to compile as 2k in Access 2003

My Access2K *.mdb file will not recompile as 2K file in Acc2003. This worked
fine in Access 2002, where there is an option to recomplie as a 2k file. In
VB editor, references are missing and cannot be set (missing Office 9.0 refs).
