Access 2007 Sum over Group

Anyone experience a problem w/a running sum over a group in an access 2007
report? Text field works fine if set sum for 'Over All', but if set to 'over
group', the control value stays at 1.

On the control I'm using (it is in the detail section), I set the control
source to =1, and the Running Sum to OVER GROUP. To reiterate, when I set
it to OVER ALL, it gives me a record counter that increments fine, but when
set to OVER GROUP, I only get 1 for a value all the time.
