Access 2007 Macro Security Warning

We recently upgraded several systems to Office 2007 and are getting
the Macro Security Alert warning when launching the database.

The thing that's unusual is that the options to enable the macro or
trust the signer are missing. The only option is protect me from the
content.

How can I get the two missing options to magically re-appear?
