First, work your way thought the following list of issues:

I would also try disconnecting your computer from the network + internet,
and re-boot.
Do you still get a long startup time?
Often during startup, you might have a default printer that is on your
network (and eve perhaps not even available). Access will try to get
information about the default printer..and it often can slow things down.
Same goes for linked tables that don't exist (such as being mapped to a
drive).
So, try starting things up with no network connection, and check your
default printer settings.
So, try working though the above list, and check things like mapped drives
and default printer...
