After my incident regarding KB-945674 was finally solved by Microsoft,
I decided to give a try to EXCELLENT document created by Sascha
Trowitzsch about to integrate SP3 plus fixes.

Process has completed SUCCESSFULLY and new "AccessRt.msi" and
"AccessRt.cab" (spanish version) works fine, applications work fine
and MsAccess.exe version is 11.0.8204.0.

It is very important for european languages (apart of english) to have
in account the KB-943452 and to process ALSO the FORMMAN20ENU.msp, so
for these european languages there are 2 hot fixes (KB-943452 and
KB-945674) and not only 1.

The "MSI Bug in localized versions of the patched runtime" section
showed in document is caused for lack of KB-943452 in a german
runtime; so once applied the 2 hot fixes, everything works fine and it
is not necessary to do anything about.
