Most of users can open the database fine when it is already open.
There are several people that cannot open the database when it is
already open via windows explorer. If they open Access and open the
file through Access it works fine. If the file is not already open,
the users have no problems opening the file.

All users of the database must have at least read, write, create, delete (or
modify) privileges to the folder holding the database file. Not just the
database .mdb file, but the entire folder.
