Access 2002 prompts for password just to create a new db?

Access 2002 prompts for password just to create a new db?
How do I turn off the security to Access 2002? I cannot
even start the Access Application without a password! I
tried opening a password protected Access 97 Database and
now it wants that workgroup file just for opening
anything.

Go to Tools, security, workgroup administrator and join the standard
system.mdw that ships with Access.
