Access 2000 won't start!

I finally decided to try to create a database so I installed Access from my
Office 2000 Professional disk. When I try to start it, I keep getting the
error "Access can't find the file system.mdw" and it won't create a database.
When I do a search for this file I find it in C:\Programs Files\Common
Files\System.

I've uninstalled/reinstalled the program several times. I've also tried
renaming the file to systemOld (as suggested by Office website) and
reinstalling; it installed a new sytem.mdw file at the same location. And
yes, I've downloaded and installed all the updates.

Help!
