Access 2000 Swithboard Manager-path/file access error

My database was originally developed under Win95 using
Access95 (?). As we upgraded, I converted it to Access97.
It still worked fine at that time. In the last year, we
moved to Win2000 and Access2000 and I have run into
various conversion problems that I have been correcting as
they come up.
I am now trying to edit the opening switchboard that pops
up automatically when Access launches by going to
Tools/Database Utilities/Switchboard Manager but I only
get a "Path/File access error" message.
Any suggestions how to correct this problem or where to
begin correcting it?
