is there a way to access your home network or your home
computer and its hard drive from a different network like
for instance the one at your school or office???

Yes, you can use Remote Access solutions to access your remote
computer. Like for instance we use "RemotePC"
(http://www.remotepc.com/) and using that we can access our computer
connected to the Internet from anywhere in the world. It can display
screens of other computers to which you have access remotely using the
Internet on to your desktop. It allows you to use your mouse and
keyboard to control the other PC remotely.
