Accesing privileges for connection properties lost on Admin accoun

Hi.

A couple of days ago I started getting this message "You do not have
sufficient privileges for accesing connection properties" when trying to
change TCP/IP address of my built-in network connection adapter, eventhough I
am logged on with the Administrator account. I have looked every place I
could think of but I couldn't find where to reset this privilege, not to
mention that I don't understand how being logged with the Administrator
account I could get such message, or where an intruder might have damaged of
modified a specific setting.

This is all in Windows XP Pro SP2
