I receive invitations for meetings in different time zones. How can I have
outlook set the reminder in my local time zone?

That should happen already. Outlook uses UTC internally and presents events
to you based on the local time zone you've set in Windows (and Outlook's
calendar options, for Outlook 2003 and earlier).
