Accept attachements from people in my company by default

When people in my organisation send me an email with an attachment, I would
like to choose to accept the attachment by default, based on
???@companyname.com, rather than be chllenged every single time.
We use MS Exchange server to host our email

My first question is why are people in the same organization emailing
attachments to each other when they have a network at their disposal for
sharing these attachments?
