A couple of days ago an important file got deleted, and I would like to find
out by who, if possible. Not to admonish them, but just to tell them to be
more careful. Is it possible to find out who deleted a file on a network?

you can set up auditing on files/folders for future use.

to get to the auditing settings
right click on the item you want auditing
select Properties
then Security tab
then Advanced
then Audit tab
